If you look in the source code of Web Wiz Forums it is in UTF-8.

Web Wiz Forums does not keep the page encoding in each file, so Dreamweaver will not work in this way.

If you look at the source code of your forum (which I have just checked) it is set to UTF-8.

Your email client however, may not be set to UTF-8. To read the post correctly in your email client you need to set it by default to UTF-8.

We are working on a  new version which will set the character encoding for emails from the server for those email components that support it.
